  • Introduction  
  • Globalization is the dominant force shaping the interactions and interdependence among countries, and providing new opportunities and challenges for economic and social development. Its results include profound and far-reaching changes in new markets, tools, actors and rules. Effective governance is essential to make use of opportunities provided by globalization to promote human development including service delivery and access. The state plays an important role in creating an enabling environment to participate in the global economy, strengthening the capacities of institutions, providing services to all segments of society, and protecting the environment. Effective governance—involving the government, the private sector and non-governmental organizations—is necessary to achieve national objectives and regional cooperation.

    In this seminar, Dr. G. Shabbir Cheema (co-editor of three recently-published UNU Press titles: Engaging Civil Society: Emerging Trends in Democratic GovernanceBuilding Trust in Government: Innovations in Governance Reform in Asia; and Cross-Border Governance in Asia: Regional Issues and Mechanisms) will discuss the theory and practice of governance for human development in Asia.
